I run a jailbroken 3.1.2 (7D11) and it works just fine for me.

Try this:
After jailbreaking your phone, connect it to iTunes again.
It should say something like you need to download a carrier update, or something like that. THAT is what should give you your MMS update.

The carrier updates are fine to download, unless you've actually unlocked the phone (unlocking is not jailbreaking) to work on other providers, in which case you're not going to have any luck. IF you're using the default North American settings though (AT&T in the U.S.), you should have no problems with the carrier updates, just stay away from the OS Updates.
