148 is ech*star, so your dish and lnb should be able to receive it's signal. this satellite is not true fta though.
the further west you travel to get a signal, the lower to the horizon you'll find it.
do you have any obstructions or are you at the bottom of a hill?
148 is n3, why would you be trying to get 148 at this time?
if you're looking for true fta, I would recommend Galaxy 123w (it has about 30 channels, most in English). it's close to 119 (which has a very strong signal), so once you hit 119, you will only have to move your dish a few degrees to the west to find 123w.
but your dish and lnb are not suited for true fta...you will need at least a 30" dish, perhaps larger depending on where you are located. you will also need a linear lnb, or an lnb that will receive both conical (for b*v or d*sh) and linear (true fta).
the lnb that I recommend is the Invacom QPH-031. it willl receive both types of signals. with a motor you would be able to receive any number of true fta satellites as well as D*sh or B*v when the fixes are available.
the Invacom is about $50 and can be found on ebay or at any number of vendors websites.
a combo deal with dish, lnb, and motor is the best value.
